To maintain a process in which a vast range of stakeholders plan, conduct and analyze a comprehensive health assessment of Orange County, that embraces a broad definition health, to facilitate coordination and collaboration of public and private sector policy development, implementation, and resources allocation decisions designed to improve the health of all Orange County residents.
